Frustrated with what they saw as excess policing, in 1995 large groups began splintering off from Critical Mass, then followed several different routes, thus shifting frustration back to the cops. Coordinating different groups using cell phones, cyclists shared information on the cops whereabouts, enabling individual CM groups to make quick routing decisions and outmaneuver the cops. Both tactics and SFPD frustration developed throughout 1996.
